I'd say that is a fair assessment. We gotta consider that these were pulp writers, not novelists or television script writers. They barely had an agenda for their own work, let alone matching up to another's work. They wrote what occured to them and what they could sell.
I think it's cool that there is any kind of relationship between the two. What on the surface seems like two completely different phenomenoms - Cthulhu and Conan - are actually cousins of a sort. Distant cousins, but they share some common blood.
