I think that this is due to the fact that the Fudge community is rather inbred in its presentation of Fudge. This is a game that has been around for quite a while (this anniversary only marks its codified published form from Grey Ghost) and the community assumes that the concepts and ideas are already known.
Steffan O'Sullivan has even written some very good
Designer's Notes on the system. It would have been very easy to insert this into the book.
Please note, before people jump on me for my "inbred" comment I want it to be known that I am a fan of Fudge and even have an autographed copy of the current book that I picked up at Origins (right before playing in a game with the creator). I'm not trying to be inflammatory, I am just pointing out what I see from within the community.
