"Lovecraftian" was just a jumping off point, one influence out of many. so Empire of Satanis is probably more Lovecraftian in its use of adjectives than cosmic worldview.
the Fiends in the game are a combination of something alien, demon, and human. that's one reason for using human motivations. that and no one wants to play a game where you just ooze around being completely inhuman and unearthly.
the pdf/book of empire is more of a rough sketch of the rpg that's coming: Satanis. so it is vague in a lot of places and represents a small segment of the setting and roleplaying possibilities.
i wasn't trying to be dark or spooky. i just set out to create a setting that i would like to live in. my goal was "cool" more than distrubing. of course, one man's cool is another's lame.
