More or less, but some defensive abilities (both Qualities and Powers) are explicitly set up to be used to absorb damage.
So while Spidey (Expert +4 Super-Agility) and the Thing (Expert +4 Body of Rock) may both be rolling 2d6+4 for their defensive actions, the Thing has a systemic benefit written into the system where his Body of Rock can absorb damage in certain ways. And note that Spidey's Super-Agility has features that Body of Rock doesn't.
Furthermore, a GM can always choose to let Super-Agility act like Armor ("rolling with the punch") if he really wants to... but I'd seriously consider charging a Hero Point for that.
