Actually, by your description, BtS sounds a bit like Chill, but with more buff psychic powers. How much of the focus is on "traditional" horror monsters like vampires and werewolves, and does the game describe all of their abilities in terms of psionics?

Little of the "traditional" monsters are presented in the book. The focus of the creatures supplied is on
BtS's setting. It looks like most "big bads" will be demons and such pulling the strings of a web of monsters and corrupt humans.
Some ghosts and ghouls are covered. The traditional ghouls aren't psychic, but some other types exist. Ghosts, as you would expect, are heavily psychic.
And, yeah,
BtS2 definitely plays like a revved-up
Chill.
