I expect that much like many other cinematic games, this isn't a game where you routinely attack the PCs with multiple enemies of near their own ability - instead, you use lots of minions, relatively weak kung-fu fighters, beasts and the like, possibly backing up one or two really powerful fighters.

So in a given scene you'd probably only be dealing with a small handful of people with significant kung-fu, which would be fairly easy to deal with. If you had more for some reason, you could give 5th or 4th rank fighters fairly basic kung fu (like one offensive strike adder and a defensive armour booster or similar) and have them use stock tactics and expenditures, and only actually concentrate on the significant fighters.

That's actually more or less what I did - I made three-four significant NPCs, and then three different flavours of generic Rank 5 fighters to back them up (switching around the offensive kung-fu a little). It worked very well, since it's natural in wuxia fight scenes for the focus to be on the significant characters anyway.

Additionally, because chi regenerates so quickly, you don't need to worry too much about fighters elsewhere in the battle - they're likely to have full chi reserves when they reach the PCs anyway, so you only need worry about those actually in contact with the characters.
