This is clearly an utopian dream.
Most rpg's nowadays try to make the core rulebook(s) as meaty as needed to draw in the crowds.
But not any meatier than that. It's important to show that the line is alive and well-supported. This you do by following up on the core book's release fairly quickly with essential supplements (such as bestiaries, equipment books, setting modules etc).
So, for most publishers, if you can't assume a line of supplements, you tend not to publish anything at all.
