That means that the best possible damage the guns could do was 16 Hurt Points, not counting the PCs' Oomph scores. But even if the jaguars had had Body Traits of -4, they'd still have base Hurt Points of 17. In other words, if you want to take out an infant in one shot in this game, you'd better be packing some serious heat.
