I hesitate to call it a controversy...just a thought. Looking back at the review, I guess the usage isn't so bad in this case, since there are in fact several types of Shifted discussed, with more normal names.
I do realize that adjectives can be used as nouns in the sense of "the injured", but I chafe at such a usage to describe a race or culture or something similar. (Again, this particular case is not the best example). I'm not debating "proper" grammar, but rather "aesthetic" grammar, you could say.
