It's never explicitly called out as a character type, but a guy called The Vapour is mentioned a few times. He uses gas weapons to knock out and evade from his enemies :) Things like The Shadow and (I think) Batman are referenced a number of times in the more OOC sections, though. Oh, and one of the sample characters is a mystic kung-fu vigilante.

In other words, it's not the main focus of the game (which is film noir with a cyberpunk sheen), but it's sell-supported as a narrative structure.
