And why would someone use such a useless concept? Planets orbit the sun, which means they move around and around and will never be in the same quadrant, or in the same relation to each other. That's sort of like mapping a city based on which clouds happen to be overhead which neighborhood at the moment.
Ah, well. I guess it was just "technobabble" -- "Quadrant" sounded really kewl there, so they used it. I can forgive 'em for it.
