No, no, no. You're missing my point again.
What I said was that they were special effects on the core ability to
resolve the story. But special effects still matter in terms of how you go about doing that!
If you were talking special effects of Fire Blast vs Ice Blast, you'd never say "I freeze him in place with my fire!" -- that's just narratively inconsistent with the fact that your special effect is fire.
Similarly, the special effect of Superstrength allows you to narrate methods like ripping doors off vaults. The special effect of Teenager clearly doesn't, on the other hand, but it might easily allow you to walk up to a bank manager and say that you're doing an article on the bank for your journalism class and gosh, it'd be really cool if he could take you on a tour of the vault...
And when resolving whether or not either of those worked, you'd use the rating associated with either of them, i.e., Good, or whatever.
