And, the answers I'm getting seem, often, to be contradictory, and confusing...
To clarify, then: my second comment was saying exactly that it was nonsense to expect Green Arrow to throw a skyscraper, because he doesn't have those kinds of abilities. In a similar way, it makes no sense to use 'Teenager' to lift them. The names of Qualities are labels for what they mean, in a very common-sense way. People round the table say "yes, that's the sort of thing a teenager might be good at". If you want to do a certain thing you look for Qualities and Powers on your character sheet that could sensibly apply. If you could use any Quality for any task you might as well call them Splurg and Blue859.
