Wow that's... that's a really good idea. Though it'll end up being quite differently flavoured. Far more society-based than Blame! and with more variety in the environments. The alchemicals rules and their charms match up well with the capabilities of the silicon life. The safeguard could use the rules for little gods with little translation needed.
I can see either autochthon-flavoured-Blame! or Blame!-flavoured-autochthon being workable. In fact, I think the style of Blame! matches up far better to the Exalted system than the style of Exalted. Stunts would translate well, especially the "2 dice for interacting with the environment".
I suppose the PCs would be heroic mortals, Killy-style, with a couple of unique over-the-top advantages. Being atuned to a powerful alchemical artifact, access to protocols (alchemical sorcery) and maybe a charm or two all seem appropriate (though not all for the same character).
One of the white-wolf quarterlies had a very descriptive extract from the book - an evocative description of the six elemental poles and the environments to be expected there. You might find something there to help make your mind up.
