Having no contacts makes a runner's life damn hard, but not impossible. The "Hang out to dry" Flaw in SR3 basically meant you didn't have any contacts, and yet I know people who took it as part of a character's background. IIRC, shapeshifters also began play without free contacts.
In any case, it's up to the group to decide how it happened and where does it all end.
