I've taken the flaw myself. It inevitably requires a lot of backstory and GM cooperation. There is also a basic connotation that the character is untouchable for some reason: they had contacts that they lost for some reason. Such reasons are rarely pretty, and almost always involve corporate or official attention of some kind. Most shadowrunning groups would avoid such a potential hot potato for fear of drawing too much light for shadows to take, unless there was a VERY good reason.
Never Deal With A Dragon started out this way, and with such a VERY good reason.
Yes, it's entirely possible that characters who never ran a shadow might lose all contacts for some reason (and thus not pay for them at chargen in the new edition; no Flaw by that name available in nSR). Still, this is an option better suited for experienced groups rather than new players, and it's new players that nSR is aimed at.

There are no free contacts in nSR. Shapeshifters are also unavailable at this time as played characters. Hopefully a supplement will correct that sometime soon.
