I think that if a person wants a high magic high adventure fantasy setting then this is a great choice. There aren't a lot of setting books out there that don't have at least some mechanics in them, and while there are certainly plenty of mechanics present here those mechanics add to the feel of the world.
If a person isn't interested in converting settings, or hates the high medieval / renaissance / modern day mixed feel of D&D generally and Eberron specifically then they certainly wouldn't like this product.
