Ah, the automatic success and failure rules. Well, I can understand not liking those. If you think it's bad in M&M, you should see WWEKYR, where it applies to nearly every roll made, usually with increased threat ranges and special rules for criticals and botches. It works for that game, but I wouldn't want it everywhere.
That said, in M&M2E the only automatic failure/success rules I can find are:
An attack roll of 1 always misses;
An attack roll of 20 always hits, and may be a critical;
A damage save of 20 is at worst a minimal failure (bruised or bruised/injured) - you're hurt, but you're still in the fight.
I may be missing something, but as far I can tell the automatic failure/success rules aren't universal, and only apply in those situations.
