ICE made several attempts at it. There is a free excel sheet for chargen, and a free Open Office version, but every attempt at getting a stand-alone free chargen application has gone bust for one reason or another. Other things have pushed it to the back burner (ICE is less than half a dozen people (not counting authors) and not all of them are full time - so we do have shift priorities sometimes) for now unfortunately.
