Edit: In addition - when I review a book I take a two step process reading it. First I read it cover to cover - like a newbie roleplayer would. This gives me a clear indication of how information comes across to someone not used to roleplaying conventions. Then I go over it through the random sections that interest me - often allowing me to spot things I may have missed in the first read over.
Contrary to your assertion - there is no puzzle-piecing involved in SR4 if you read the book from beginning to end. It sets up the basics first so that by the time you're reading about the Wireless world, the book has already discussed how AR essentially operates, what hacking involves and the essential information about Technomancers. The Wireless world chapter focuses on the rules and details to things that have been discussed throughout the book.
I disagree with you completely that it is in any way confusing. If you read the chapter the way it is written - from beginning to end - it is clear what is being discussed and how to use it in the game.

Lack of time to read the book in this manner, at a gulp beginning-to-end unlike my previous beginning-to-end piecemeal read, would be the problem here. So to borrow from you: Well, I've yet to see evidence of this.
