You put the terms in quotes, you obviously mean something specific by them, it's not really clear what that is though.

It's a communication issue, not an approval issue. The fact you used terms widely used elsewhere made it worse but even if that weren't the case it would have been a barrier to understanding.
Let's try this again. I guess I didn't make myself clear here. It's obvious that I used the jargon in the wrong way, with or without quotes. I don't know what else to say.
