Why don't you look for yourself and decide if the encounters are "pre-programmed"? Necromancer Games has one of the chapters - Lenap - available as a free download. Keep in mind that just because an encounter is listed for a hex, doesn't mean that's the only thing in the hex (each hex is 5 miles across), or that it can't simply be ignored.

Oh, and I'm not trying to sell anything. I'm not affiliated with Judges Guild or Necromacer Games in any way. Just trying to clear up some misconceptions about the product.
