Yes, but how? I don't own the game, so I'm wondering what the PCs would encounter that could make them permanently lost that much Con in 6 levels.

Never said that it was. Or said that you said that it was. That comment was directed at Stingray and his implication that d20 is inferior to BRP (not the other way round). Personally, I've never looked at BRP simply because percentile systems aren't my cup of tea. I do like Fudge, though.
