It really requires a decker/otaku. Part of the plot hinges on them stealing a commlink, tracing an email, and breaking an encryption. Non-decker computer users aren't going to be very effective at this sort of thing.
This isn't a major flaw, since you can always just NPC the decker. However, SR4 was designed to try and make deckers more viable. I've had more issues with this game with PC deckers than before. It feels like a lof of what the author was trying to accomplish was to show off the new SR4 matrix. That's not a bad thing by itself, but she might have focused on it too much, and ignored a few other things.
