I didn't ignore your comment. I just didn't post about it. Until now.
On one level, I think the feat solution could work, but I think it could be a bit too restrictive. Would you want to burn two feats so you could jack up two complementary skills?
I might house rule a bit bigger - drop (or greatly expand) the skill caps, and give more points. However, this could erode what many view as a strength of d20 - ability score tie-ins would be minimized. That +4 you get for your high wisdom is huge when ranks are capped at level+3,4, or 5. But open it up to level+8 or 12, or 18 and that exceptionally high ability score is almost meaningless (from a skill improvment perspective).
