Yes, my (off-the-cuff) example was a little extreme, and a real-life GM would have trouble with such a group, as well... but, it sounds to me like what you're suggesting is "GM by committee"!

Then I have not failed to get my point across. The power that (in most RPGs) is vested in a single person (the GM) is given to all of the players in
Capes. "GM by committee" is not a terrible description.
Now, if your gut reaction is to respond with absolute certainty "That couldn't possibly work!" then I understand why you conclude that I'm not making my point. After all, I
couldn't be saying that the game lets everyone act as a GM, could I?
But wouldn't it be cool if that's exactly what I was saying, and I'd figured out a way to make it work?
