Your assessment's pretty accurate, I think, Than. <b>Castle Falkenstein</b> isn't so much "steampunk" as it is "scientific romance" in tone, with "steampunk" being something the protagonists in the setting are actively trying to prevent from becoming a reality.
Also, based upon my experience with <b>Falk</b> and what I've read about <b>Victoriana</b>, I'd say the latter sounds a lot less "hand-wavey" with its rules. (The example coming immediately to mind would be <b>Falk's</b> trait scale, which is closed at the human maximum but which includes some tacked-on rules to simulate the superhuman strength of dragons.)
