Not knowing Castle Falkstein's system, yeah, the Fuzion in Victoriana (whether it's a vanilla version or customised, I wouldn't know - I do know it uses a different, smaller set of character attributes from the conversion notes in the back) is a pretty traditional system. If you don't know Fuzion, think Interlock from Cyberpunk without the funky wound system and you're not too far off.
