It is quite firmly on the side of social commentary. There's snide remarks in parentheses and even a few "can you believe that?!" kind of comments. (I can't remember a specific example, but they're there.)

It doesn't make the game bad, but it's more than just describing a grim setting.

It's not that what they do but the tone in which they do it. And it's not as much criticism (though it would have seemed more professional to tone it down some) as much as a heads-up to those to whom this kind of thing is a definite turn-off.
