That seems a bit extreme. Wonder how often that law is enforced and what the punishments are like. I mean, it's technically illegal for citizens of England to not spend at least one hour a week practicing archery (or was up until quite recently; the law may have been repealed since) but nobody ever took any notice of it.
Seriously though, Chou Wang is no great loss. He was a pretty lousy emperor anyway.
