Should all reviews include statements such as "in my opinion, this is the best...". That would result in a boring poorly written text. All reviews reflect the reviewer opinion and most people have their favorite games. I have mine and I wouldn't hesitate to say that "game x is the best roleplaying game ever". The fact that this is my opinion and that is restricted to the number of games I have experience with is implied. To include bold statements as Lennon did add excitement to the text and this is good.

A good review is not spoiled by statements such as this, as long as the reviewer back up his opinions with good arguments. I already read so many reviews that praised or bashed something but allowed me to have my own opinion, sometimes the opposite of the reviewer, just by reading the arguments.

I think Lennon have justified his opinion by giving several reasons why Call of Cthulhu is the best roleplaying game ever released. I'm satisfied and I think most readers can take their own conclusions based in his review.
