They're fairly common, but they are pretty expensive. Many states own 1-5 big ones (city-sized) , and a pile of smaller ones. Individuals or small groups can own them -- e.g., a band of pirates might hijack a mech and use it.

If I were running a game, I'd have the PCs be the crew of a mech, and use that to organize them (a pilot, a coglayer/engineer, a few more conventional characters), and to arrange stories (the mech crew needs to escort the troublesome Andorran ambassador to the elves! The mech crew hears about an invasion of Mind Layers!)
