There seems to be some misunderstanding in the way Senate Vote cards work.

I have understood the rules as follows : once a player has bought a Senate Vote card for XVp, he now controls votings for that card. During any of his subsequent turns (for free), and once per campaign, he may decide to put the special ability of the card to the vote (i.e., auctions). The winner of the auction benefits from the special ability of the card (gain XL p, 15 victory points, 2 influence in Italy...), the player who owns majority in Italy can pick a played Senator card at random, but the initial buyer of the Senate Vote card keeps his card, and may put the special ability of the card for free during the next campaign!

This way, Senator card are useful (and quite powerful) until the very last round, and keeping majority in Italy becomes a main strategy.
