Did the reviewer perhaps miss this? Seeing as the game explicitly refers to Fudge dice, i would be surprised to find out it didn't mention the Fudge system as a basis for its own. For someone who hasn't heard of the Fate system before, this would be the second most important piece of information about this product.
I'm not sure it's all that relevant - there's an adjective ladder similar to Fudge's and you roll 4 of the special Fudge dice, but it's a unique beast from there on. I agree it should have been mentioned in the review, but I don't think it's a case of 'If you like Fudge, you'll love Spirit of the Century' by any means - they target different play styles IMO, with they way aspects are tied closely to character goals and issues and how central they are to the game. They're a deceptively simple idea, but the impact they make in how the game plays is considerable.

Personally, I like Fudge ok. Good, solid, workmanlike. For me though, FATE added something special with aspects and they are really strongly worked throughout Spirit of the Century, moreso than in FATE 2.0.

It's certainly much more than a Fudge tweak.
