The game goes into great detail about things like severing limbs, two-weapon fighting and shooting people in the back of the head execution style (I'm not kidding), but I haven't found any rules to cover bargaining or haggling. 'Being polite to a foreigner' has an associated Stat+Skill roll, but that's about the extent of the advice on how to
deal with social situations. Rules for social situations (social fu, social combat) is standard fare in the dozen or more RPGs I'm familiar with.
Judging from this book, acquiring a contraband item can be resolved by a single die roll. (At a guess, I'd apply -12 when looking for a thermonuclear weapon, but no such guidelines exist.) If the GM wanted to make matters more complex than that, the system seems to have enough tools to get the job done, but no instructions on how to do it, or what a favorable roll on a haggling test might be worth to you.
