I don't think it's suggested by the rules as they stand, but as a house rule I don't think it would be overly unbalancing, excepting maybe when it comes to the severance rules which do need an eye keeping on them, especially when you take into account that most shielding doesn't protect against close combat. I don't think it's particularly necessary myself as the weapons are deadly enough. Yes, people with higher skill would then cause more damage than those with lower skill, but that's already a given since people with higher skill will hit their target more often anyway.
I'd say, use that as a house rule if it appeals to your group, but don't let it apply to rolls made to cut bits off people.
