Really? You mean like Ars Magica and....ummm..Ninja Burger?
Anyhow, I guess I should have said lots and lots and lots of games have combat as a large part. What you do with those games though, is up to you. You could easily play a corpoiration rpg adventure (or heck a campaign)without haveing a single round of combat or a single dice roll even. You really don't need rules for social interaction since these things can be handled easily without rolling.
