Sorry I didn't reply sooner - busy week.
You absolutely do not need Galactic Civil War to play Pax Galacticum. After you get Pax Galacticum, you'll want GCW, but only because you'll realize what an awesome game you've got. The module is completely playable with just the core game and the supplement. And it's fun.
