The way the game is setup right now, dinosaurs are tough to take down with guns because of the significant bonuses to defense they gain based off Size - something my review didn't go into as I felt it was a bit too specific. Basically, they get a bunch of extra free defense actions. Organizing some sort of clever plan, such as a boulder drop, would be an excellent way of taking them down.
I'm afraid I'm still not following, as I find something like a trap for a dinosaur to be one of the most effective ways of taking them down. A shootout with a Tyrannosaur isn't something I'd recommend in this system.

Let me put it another way: you've increased the attack bonus for the boulder because it has the potential to cause loads of damage if it hits. The problem is that it isn't that likely to hit, but the damage potential itself is making an effective hit more likely.
Let's try this... the main guns of a battleship do loads of damage, right? Okay, so... why are they not used to shoot down planes? The answer is that the guns are far too awkward to hit a fast-moving target. However, in HEX, the guns would have an eNORmous attack bonus to damage, which would either counteract the clumsiness of the attack or else make using the main guns in that way a desirable tactic.
Does that make any sense?
