Absolutely! This goes back to my "the attack roll is chance to harm, not chance to hit" answer. The Defense roll, incorporating Armor and dodging ability, similarly represents the chance not to be harmed.

One place I see it causing funkiness is with called shots. You're more likely to hit a specific weak point with an elephant gun or shot gun. This seems like a pretty minor issue to me, however, as rifles and other guns oriented around precision tend to do more damage anyway.

I can see where you're coming from though. The big brute, instead of occasionally hitting for a lot of damage, will consistently hit for moderate damage in this system. Similarly, a character who specializes in accurate but low damage attacks will also consistently hit for moderate damage. The Ubiquity System is sacrificing this for ease of resolution, relying on player description to take care of the rest. Still, I can see how that would be unsatisfying for some folk.
