Whether or not woman are given a bonus or penalty on certain traits really depends on the designer's creative agenda. If the designer wants to emphasise certain traits as being "female" as part of a plot device (e.g., like Clive Barker's Imajica or Norman Spinrad's The Void Captains tale) then it should be treated as a narrative issue. If it the designer wants to treat a game as a realistic simulation, then it's probably important to lean towards real-world figures.

Which does lead me to ask, what evidence do you have that women are less agile than men? It would seem from the results of the <a href="http://en.wikipedia.org/wiki/2006_World_Artistic_Gymnastics_Championships">2006 World Artistic Gymnastics</a> that the women scored much better than the men.
