So, does it carry over dX's (really SAS's) error of having some attack powers managed one way (since they're vaguely based off damage) and others another, so that in practice two character builds with theoretically compareable combat capabilites cost vastly different (this because the sliding value system on damage produces quite different results from the multiplier and divisor system)?
