I'm using the term "attack power" perhaps a bit more broadly than is clear from what you responded to. For example, if I try to mind control or transform someone, are adjustments to this done by sliding the effect level, or by a seperate cost modifier? That's the clunky thing I was refering to. You almost always came out better shoehorning things like that into thge "damage" basis in SAS and dX because it changed the cost linearly rather than adding a bunch of seperate costs.
