If a power deals damage it's handled under Weapon.
If a power does not deal damage, it's handled under one of the other Attributes.
Mind Control, for example, is its own power. You could buy up Range, Duration, Targets, and other factors but ultimately resisting Mind Control will be an opposed roll between the two parties. In terms of sheer effectiveness some powers, such as Mind Control, may more efficiently disable or kill a foe than repeatedly attacking them. More Ranks in the Mind Control Attribute = more difficult to resist.
Does that help? I take it that your question revolves around non-damaging powers being more or less effective than damaging powers at removing opponents from combat (based in part on their cost).
