That may be your perception, but its in no way required or, in practice, the way the game was actually played in the field. The only reason you saw long time progressions in many cases was that characters who had acquired sufficient funds could take time off (often for training if nothing else) and a certain amount of time was sometimes needed for religious obligations. But there's nothing structurally in any edition of RQ that required more than that, nor were the published campaign cycles made for it particularly set up in a way to even suggest it.
