Because in many myths, they are. Polytheistic gods are not, for the most part, depicted as transcendent beings; they're depicted as idealized and empowered humans, and there's a clear degree of progression in most cases from mundane man through mortal heroes, semi-mortal heroes, demigods and so on. But even such theoretically powerful entities as Odin or some of the high end Irish gods clearly can be at least concerned by a capable mortal, and for that to be true, some kind of numbers assigned to them are needed in a game where they're going to interact with mortals at all.
