It fixes some problems with Tri-Stat, including some balance and ease of play changes. If you're a big fan of Tri-Stat or SAS and play them a lot then I'd say it's worthwhile. I wouldn't characterize it as a cut down version of SAS, though. In the sense that the powers tend to be less specific and more generic, sure, but otherwise it retains about the same degree of crunch. Weapon damage is a flat value instead of a rolled percentage (I don't recall if SAS retains the percentage roll), and a few other things are streamlined, but it will be very familiar to Tri-Stat fans.
