Mind Control, for example, is its own power. You could buy up Range, Duration, Targets, and other factors but ultimately resisting Mind Control will be an opposed roll between the two parties. Does that help? I take it that your question revolves around non-damaging powers being more or less effective than damaging powers at removing opponents from combat (based in part on their cost).
Well, more or less effective period, since from the sound of it, like SAS, you have a bunch of seperate cost elements to deal with.
