Actually, that's not true. A beginning character can choose boons from any Purview he/she wishes.

This is mentioned several places. Example, page 99:

Boons are supernatural powers granted to Scions by their divine parents. Most come from the Purviews for which those gods are best known, but none are off limits.

This is important to note, since it opens up a lot of different character concepts that otherwise would have been restricted. And it makes legend 2 characters much more viable.
