The book doesn't assume a wheel structure. It uses axes to denote polar extremes. Neutrality is assumed to be at the center. You can increase the degree of neutrality as being an exemplary of what people would strive for. However, the creation of the cosmic wheel would be up to you. Are you looking to just use these in place of the standard law/chaos and good/evil axes? If so, what do these concepts represent in your campaign? Also, it looks as if you're reaching for a epistemological model of the multiverse based on the metaphysical axes you've chosen. In you setting, what is the signifcance of the religious/philosophical differences in energy and matter; is one perceived as ideal by the majority of the races?
